He's got a little bit of precedent.

In 2008, Virginia just wanted you to show up with 10,000 signatures, and wouldn't check them, to get on the ballot. However, since then (I think in relation to a lawsuit relating to a 2010 election which hasn't been resolved yet - the lawsuit, not the election) they've changed it so that if you bring in 10,000 - 14,999 signatures they check them, and if you turn in 15,000, they don't bother checking.

Romney turned in 15,000, I think Ron Paul turned in less but his signatures were good, and Newt and Perry turned in 10,000+ but didn't have enough valid signatures after the check.

So, he did a good enough job, for 2008, but not for the way the rules are being followed now, and I think I read that this change in policy happened within the last six months or so.

On the other hand, it's hilarious.
